Requirements Overview
Minnesota requires producer licensing candidates to take and complete a state-approved prelicensing course. You will also need to apply to your license with the state insurance department and register for the state licensing exam. Make sure to register for all 3 (prelicensing course, license application, state exam) using the personally identifiable information exactly as it appears on your government-issued ID. Discrepancies will delay the licensing process.

Minnesota requires 20 hours of prelicensing education for each line of authority; 40 hours for a dual line.
To earn your certificate of completion:
- Read every chapter and take the end-of-chapter quiz.
- Score 70% or better on each chapter quiz before progressing to the next chapter.
- Complete and pass a Practice Exam.
- State rules impose a maximum number of 8 hours of study per day.
- Complete and pass the Certificate Exam with a score of 70% or better with a proctor/disinterested third party present. The disinterested third party must have no financial interest in your success or failure and must be at least age 18, not a relative, supervisor or employee, and not another student completing the same course. The proctor must be physically present , must supervise the duration of the exam, and follow all state proctoring rules.
How do I get my license?
Step 1: Complete a prelicensing course that has been approved by the Department of Insurance. Once you have completed your course and passed the Certificate Exam, ExamFX will review and process your Certificate of Completion. Certificate processing takes up to 2 business days and may be delayed for proctor validation. Once approved, your Certificate of Completion may be downloaded and printed from your ExamFX account. You need to bring your certificate of completion with you when taking the state exam. The certificate has no expiration date.
You must complete your prelicensing course and receive a certificate of completion prior to taking the state examination. If you take the state exam before you have completed prelicensing education, your exam results will be invalidated, and you will have to retake it.
Step 2: Schedule your exam with your state’s testing provider, PSI Services LLC, at least 24 hours prior to your desired examination date. The fastest way to schedule your exam is to do so online at www.psiexams.com or call (866) 395-1006. Your exam may be taken at a physical PSI examination center or via a remote online proctored exam. Exam fees must be paid at the time of reservation.
To cancel or reschedule your exam appointment you must contact PSI Services, LLC at least 48 hours in advance of your scheduled appointment or forfeit your examination fee. You may reschedule online at www.psiexams.com or call PSI at (866) 395-1006.
The state of Minnesota requires fingerprints to accompany licensing applications. For additional information regarding fingerprinting methods please see the candidate bulletin published by PSI.
Step 3: Take and pass your state licensing exam. On the day of your appointment, you must bring with you two valid forms of government-issued identification (driver’s license, passport, military I.D., etc.) one of which must contain your name, photograph, and signature. The other must contain your signature and legal name. You must also supply your certificate of completion as proof of prelicensing education completion. You will not be able to take your exam if these requirements are not met.
Security measures are taken at the testing site. Restrictions on what you may bring with you to the testing center, into the testing room, and what you may wear will be enforced. For more detailed information about the security measures that will be taken during your testing appointment, please read and review the candidate bulletin.
If testing at a PSI testing site, the score report will be provided at the test center. If testing online, candidates will need to log into their PSI account to obtain their score report.
Step 4: Apply for your license after submitting your fingerprints. Minnesota resident applicants may apply for their license with NIPR or Sircon.
Step 5: Maintain your license by being aware of your continuing education requirements. Most insurance licenses must be maintained by completing a certain number of credit hours of continuing education each licensing period. Minnesota courses also include additional chapters that provide an overview of all the major lines of authority. These chapters are not part of the state exam content outline, but they are required by the state as part of prelicensing education and will appear on your Practice Exams and the Certificate Exam. The additional chapters are as follows:
The practice tests and the state exam will be broken into two sections: General Knowledge and State Law; however, you will receive one overall score.
