California Insurance Prelicensing Requirements

CALIFORNIA INSURANCE PRELICENSING INFORMATION

California requires potential agents take and complete a state approved prelicensing course before taking their licensing exam.

In combination with the required hours per line of authority, you must take and complete 12 hours of Ethics and Code. You must only complete this requirement once.

HOW DO I COMPLETE MY EXAMFX PRELICENSING EDUCATION COURSE?

To earn your certificate of completion, you must:

  • Spend the total amount of the required hours in the course study materials. Time spent within the courses will be tracked by a mass timer.
  • Complete all Study by Topic reading units and Study by Topic Quizzes.

HOW DO I GET MY LICENSE?

Step 1: Complete a prelicensing course that has been approved by the Department of Insurance. Once you have completed your course, ExamFX will issue a certificate of completion which you may download and print from your online ExamFX account.

Step 2: Schedule your exam with your state’s testing provider, PSI Exams. The fastest way to schedule your exam is to do so online at www.psiexams.com. You can also schedule your exam over the phone at (877) 392-6422.

Be aware that the state of California requires fingerprinting and background checks with your insurance agent licensing application. Fingerprinting requirements may be met before the exam is taken or at the exam site at the time of your appointment. You have three fingerprinting options:

  1. PSI EXAMINATION SITES: Technicians are on site at PSI examination locations. A fee of $68.95 will be charged at the time of the testing appointment and covers the Federal Bureau of Investigation processing fee, Department of Justice processing fee, and the service fee charged by PSI Exams.
  2. CALIFORNIA DEPARTMENT OF INSURANCE EXAMINATION SITES: Accurate Biometrics, a fingerprint vendor, is available at CDI examination sites to fingerprint candidates. A fee of $59 will be charged and covers the Federal Bureau of Investigation processing fee, Department of Justice processing fee, and the service fee charged by Accurate Biometrics. The fee must be paid directly to Accurate Biometrics at www.accuratebiometrics.com.
  3. LOCAL LIVE SCAN VENDORS: A listing is available on the Department of Justice website which contains the approved live scan vendors, broken down by county and processing fees.

Fingerprinting is an important part of the licensing process. ExamFX highly recommends completing your fingerprinting requirement at or before the time of your exam as it will help ensure efficient processing of your licensing application.

Step 3: Take and pass you state licensing exam. On the day of your appointment you must bring with you one valid form of government issued identification (driver’s license, passport, military I.D., etc.) that must contain your name and photograph. If you cannot provide the required identification, call (800) 733-9267 at least 21 days prior to your scheduled appointment. You will not be able to take your exam if these requirements are not met.

Security measures are taken at the testing site. Restrictions on what you may bring with you to the testing center, into the testing room, and what you may wear will be enforced. Once you have passed your examination you will receive an examination letter. Keep this, as it is important in the licensing process.

Step 4: Apply for your license. California resident applicants must use the online application service Fast Licensing Application Service is Here (FLASH). FLASH will require you to enter your 12-digit identification number which is located on the passed examination letter before filling out your application online. Step 5: Maintain your license by being aware of your continuing education requirements. Most insurance licenses must be maintained by completing a certain number of credit hours of continuing education each licensing period. I FAILED MY EXAM. NOW WHAT?

We are sorry to hear that you have failed your first attempt at passing your state’s licensing exam. These licensing exams are difficult and some candidates must try again to reach their goal. We want to help you get there, so we recommend that you:

Step 1: Be aware of retake limitations and rules. In California, a candidate that fails any insurance licensing examination ten times within the previous 12 month period is barred from taking the same exam for a period of 12 months.

Step 2: Reschedule your exam. You must re-register by following the initial registrations and scheduling steps.
